the 04(O) typically have average strikes. I would classify this one as AVG- due to the eagle breast. luster looks pretty good but may be broke across the cheek. eye appeal will fall into the average range. surface preservation is average with the abrasions, scuffs and spotting.
i think your coin grades MS63+ with a shot at MS64

I would say MS-64 unless what looks like a rim bump on the reverse at 7 o'clock affects the grade.

Majority has said MS64 but I think it just misses it. Quite a few contact marks to the reverse (the better reverses usually pull up the grade) I think it would grade MS63+ but I'd take 64 if they gave it.
