Yes, it is PMD. It is only an error if it happens during the striking of the coin, anything that happens after that is damage.

If the reverse is raised, it might just be glue on the coin. If so it is a normal damaged coin.

I scratched some of the corrosion away, it is raised and there wasn't any glue or foriegn material
