That is interesting looking and does not look like typical MD. This was a time frame where there were both single squeeze and multiple hubbings still used to make dies. If this were a single squeeze hubbing, that would explain the isolated central doubling. Look forward to others input.

Seeing how the 'doubling' in not moving towards the rim as seen in DDD and MD, I may just say that this could be doubled feet but I'm far from an expert yet...

Last image is from the same 1995 quarter but I didn't have my computer so I just took a picture of the magnifier screen.
