also, below the tie looks like another die dent plus grease filled areas?

Looks damaged to me. Looks like some of the metal was moved post strike. There is not a way possible that I can think of that would be that from the striking process. Almost looks like another coin was used to push the metal on this coin. Not the shape we would expect to see for a die crack.

i just couldnt figure out why it looked like the metal was level with the rim.

I'm with coop. Looks like it was knifed or cut somehow and then smoothed over with time and circulation.

When you have a deep cut, it creates a trough and pushes the metal from that trough upward and over time it will get smoothed over and be raised above the field.

The only thing I can think of is a piece of the prior coin's rim fell off onto the next planchet.

I agree with the others with PMD. Take a look at the last T in TRUST. The metal was completely moved up, erasing the lower portion of the letter.
