I have been saving this quarter. Thought I would ask the experts if this quarter is toned or missing clad?

Agree, altered surfaces of some kind, whether environmental or deliberate.

If it were missing the cladding, then there would be weakness of strike and the coin will be under weight. Weight you coin to see if it is normal or lower than normal. If normal it was a metal detector find. When put back into circulation, the clad color will some back to the normal color first on the highest devices. The color will also probably turn black. in color:

If it were really a missing cladding, it would be red in color, not brown. So check the weight first. To see if it is normal or under weight?

The brownish color appears to be wearing off the high points of George's cheeks/hair and around the eagle's claws.

Seem to me this coin been intentionally toning with weak acid. Here are those who will make the clad Ni quarter to become reddish brown:

WEAK ACIDS: such as HCN, HF, H2S, HCOOH

some weird intentional toning. you can see the silver color of the cladding on the high points of Washington's cheek.
