not often, that's a keeper IMO
the mint has been hardening the dies more, making them more brittle than they were in past year

I have another 2017 with the chip on the E in LIBERTY. If the second chip was on the T in STATES instead of the S, it may have been earlier progression. I'm assuming everything is stamped in 1 shot?

If one die chip occurs on a coin, it may not take too many further strikes off the dies, for other chip to also appear.
Often depends on how well the dies were prepared to do their job.
