This dime appears to be missing the coating on it leaving it almost black on the front and only silver in the middle on the back. Does it have any value at all?

Typical discoloration from environmental damage. Probably in water or wet soil. There isn't any possible way to get that from the mint. Spend it.

If it was missing the cladding, it would be a copper colour.
Just environmental toning, worth 10 cents.

@king, a great way to check whether a clad coin is missing a layer is to weigh it. If it is within mint tolerances then it cannot be that type of error.
