wow, not sure what happened here. the eye is not in the correct location and the bridge of the nose looks tripled..

Hard to tell from the pictures but to me it looks like heavy contact marks that shoved the metal inward causing the nose and eye to look wonky. In any case I can't see it being anything other then PMD

Possibly a dual event die clash but none listed for this year. You can tell the die was heavily abraded, maybe just some remnants.

@red, first welcome to CCF. Second, I agree that this seems like damage on the nose, but it is a bit odd how the contact marks seem to follow the profile.

Possibly, To me, it looks like the die bounced and rotated slightly as it did.
I do believe that this warrants further examination by the experts here.
Can you post up a few close-up images of the eye/nose area?

Sorry @makecents but I'm thinking you're right about a clash. I'm sorry because a lot of times I'm (?) about missing it.
This is what I see from original picture.
I can't tell if there's more than one clash. Also can't tell if there's a clash from the bridge of the nose toward E of LIBERTY? (red arrow)
Arrows probably not 100% in right position but tried to get close.
