Is this a bad planchet causing this? I haven't seen anything like it in all the quarters I've looked at. Also, I don't have enough experience to know if this is a DD or what it is. Appreciate any help.

Possibly died 'crud' from staining long ago. Try giving the coin a long soak in 100% acetone. Looks like Machine Doubling to me--given the pics posted.

This is a silver planchet, so there is no cladding involved that year. It maybe something on the coin. Also strong Machine Doubling is present. Worth silver melt. Keep it if you like.

You were right, it was some form of crud stuck to the coin.
