It just looks like some kind of contaminant on the coin, glue, crud, something.

Thank you for your replies. Actually, I have seen examples of US coins that have been over struck of foreign coins, but not the other way around. I've looked at this coin under a microscope, and the 'raised letters' are not glue. They are copper.

Post-strike damage, I'm thinking. A long acetone soak wouldn't hurt. Beware Pareidolia..

Way too many pics. (Over 4 MB for one coin) One full obverse, one full reverse and a closeup or 2 if needed is sufficient most of the time and would have been here. Just makes it easier for you and especially for people on mobile.

Yes, there are coins that are struck over coins. This is not one of them. When that happens, it will remove almost all the features of the first strike, leaving a kind of ghost image. And  to many pics.

Your reading there it is Ebru. No coins strike on Mint in that year or before or after that year for ISRAEL.
