I don't quite know how to label this as I am new to this. Can anyone tell me what this would be? It seems to have a line that goes in a perfect circle all around the quarter on the reverse side and clearly through the letters.

Could well be damage from a mechanical coin rolling machine. We see similar 'circular' features on coins quite frequently on the forum.

with rolling machine marks on the coin. Can you post up a full coin image of the reverse to confirm this?

Also Vending machines and back in that day, the casino machines. They damage devices parallel to the edge of devices. So it is just coin damage, not a mint error.
