I've been trying to figure out exactly what kind of error it could be and this is the closest thing I found https://www.error-ref.com/partial-collar/ A tilted partial collar. This one having two clips. The second is small and I just noticed it while I was imagining the coin. (The small clip is at 8 o'clock) Opinions are welcome and thanks for looking! Hopefully tomorrow. It was definitely thin in hand but again will not be able to get to it tonight. I have a couple more pictures I'll post soon.
