Looks like a normal strike for this particular year—and the damage on the reverse renders it basically a face-value (or copper bullion) coin.

The reverse image is from another coin. A 1946 cent would have a Wheat Ear reverse.

And to the OP,
It looks like the reverse of the unknown date Memorial cent looks damaged - flattened out somehow.

Both front and back have issues....not sure how this would be termed. Keep or bin ?

Glad you got it sorted out @norm. The flattened date and damaged rims make me think this might be an early stage Dryer Coin.

You might want to calibrate your scales. If it weighs 3 gr, you have a 1 it about 10,000.000.coin. I think that's zinc rot on the obv.
