It could have been stuck in the inner workings of a washer or dryer for a short time. The constant tumbling and impact with the metal drum could have removed the copper plating on the highest part of the design while causing the pebbled look to the other areas as well.
It must have fallen out quickly or was driving the person using the appliance crazy and they took it out because it didn't spend enough time being bounced around to start reducing the diameter.
Now that the zinc is exposed it will start to corrode if it meets the right conditions. Zlincoln cents just can't catch a break.
