Just Machine Doubling. Note the date and mintmark are showing the same thing. The dies and mintmarks are two different processes. So if you see MD on the date and mintmark, it is Machine Doubling not a DDO or a RPM. Just a normal die coin with the devices altered after the strike. The 1968-1972 cents had a lot of this. Even the big DDO for this year is showing the same event on the doubled dies.  Note the date is showing hub doubling? But the mintmarks are normal, but both are showing Machine Doubling. (note the yellow arrows. They are pointing to the Machine Doubling on these coins) So a doubled die can have Machine Doubling, but Machine Doubling doesn't make a doubled die. On these 4 examples I posted, it is Machine Doubling on a doubled die. But on your coin, you are seeing Machine Doubling on a normal die for that year.

Going to have to disagree with you on this one Coop. OP says it's DDO-002 and it has all the PUP's plus all the die markers from both VV and Wexler. I do see the Machine Doubling on the first 9 and the MM, but interestingly enough VV lists this as a diagnostic for EDS: Quote: Stage A: Machine Damage Doubling shows on date and Mintmark - EDS Nice find!

A true 1969-S Doubled Die Obverse cent will have strong and prominent doubling on the date. The doubling appears on a south-east direction and is more prominent on the date, the word LIBERTY, and the words IN GOD WE TRUST. I think those who jump fast will learn more from the really facts.

Yes I know very well. Your first 9 has like a DDO-002 but much more big. The 6 I do not discern very well from photo (is a little bit flue) but I see is far from number. In the both DDO if the MM is double is MD. The both DDO of 69-S has same orientation. Hope help you better. If you think and fill it is, send to ANACS for certification. Like this we will learn also and you will have peace in your self.

These are really quite hard to find, so a great snag. I have one slabbed by ANACS that I bought but after getting it I honestly think the doubling is so minor that it is either a different die or a late die state that doesn't show much and the coin probably shouldn't have been attributed as no way to verify it as -002.
Brought my laptop out into the woods tonight to catch up on some data entry and with phone hotspot got a chance to look at some things I haven't had time to browse lately. Two more weeks til end of summer bat season. I have had three days off since the first week of June so looking forward to the end at this point.

This coin has a hint of a die clash on reverse under the memorial W which I don't see listed as a marker anywhere though. Good luck on the final push through work! See you back here soon.
