Looks normal to me. It's a little underweight (by 0.14 gram) but that could due to wear. Are you seeing anything else?

I have really bad eyes but I think I see some doubling on the reverse? And filled mint mark? Possibly..

Also on the rim, it's a wave pattern and some areas completely silver in color and then like a wave the copper comes back in ... strange.

Given the images posted, I'm seeing a well-circulated quarter with the usual wear. The mint mark looks to have taken a 'moosh' hit. I believe we have Die Deterioration issues on the reverse--through QUARTER DOLLAR. Others will be along to comment.

The coin actually looks dirty in person ..hard to capture in a picture .. sorry .. but it's like instead of the silver wearing off ..the copper is on the rim...

It is actually rubbing off..some of it I'm not gonna rub it to hard but it's revealing silver underneath some of the pink...

Not sure what you're trying to show here. Since 1965 all quarters have been clad (copper and nickel layers sandwiched together). The image of the edge of the coin looks completely normal to me.

The rim line is rubbing off , revealing silver underneath where some of pink " copper " , should have not rubbed off correct?

I do not think it is rubbing off. If copper is not new, it will look darker than when new, polish or clean a cooper cent and look at color. The quarter is not silver but nickel and it also will be different color "lighter" if polish or as you say rubbed.
