There is no full band on your coin. But on Rosies, they are not a big deal compared to the Full band Mercury dimes. The full steps and the Bell lines are to me, not a big thing. But others go crazy with them. Die states on these and strike on these are the issue on saving on these. (I feel the grading companies are the only ones making money on these coins) Same for missing devices on coins, they are just examples of polished die issues. I consider them just die events. In the future, they maybe know as just die events, and the slabbed coins will be just of note, but won't have the status going forwards. So paying out extra these, will mean little to most collectors then. (But I'm a variety collector)

Lamination issues--by numismatic definition--are not associated with clad coins.

The rim on your dime does have a collar clash on the area to the left of the bust. (I forgot to add that to my original post)

Thinking on this one, it was probably not center correctly on the first test strike, then altered and went to far on the second test strike, and then centered. (thus affecting both edges of the outside edges of the die) then used to strike many coins with the dual set of collar clash marks) Usually these are only seen on one side of the die:

If this alignment is not corrected, then the die will wear off one edge of the die, removing part of the design:
