Just means the coin was minted in Philly. There is a rare no mint mark variety from 1982, a year in which Philly did use a P ming mark rather than no mint mark.

 to the CCF I think the fact that there were nearly 465 million struck without a "mark" excludes it from being rare.

Sigh . . . https://www.PCGS.com/coinfacts/coin...%20Francisco. There are known examples of proof dimes being issued without the S mint mark in 1968, 1970, 1975 & 1983. As these are all proof coins and the OP's original photos are business strikes they are clearly not the dimes you are looking for.  The 'P' mintmarks were started in 1980. Thus the missing 'P' example of the business strike coins. The proof missing 'S' only pertains to the proof coins since 1968. Pre 1964 proof coins didn't have a mintmark because they were struck in Philadelphia. Since 1968 most of the proof coins are from San Francisco. (Some other proof coins, 1999-P SBA and some other coins are struck from West Point) But most of the Proof coins are from the San Francisco Mint.
