I posted this coin a few weeks ago. I asked a collector on Facebook if I could post it here to see what the members of the CCF thought.

This looks like a Washington quarter that has been Overstruck with a set of game token dies. It's just damage, but it does catch the eye!

This is post mint modified, a novelty. Sometimes artists, people alter coins like the Shriners stamping pennies with symbols. I don't think the grading companies have categories for these, but I could be wrong. You could contact them and ask but I don't think it's worth the money to get it graded. The standard thought on sending in coins for grading is if the coin is worth around $100 or more it may be worth sending in for grading, below that, no. You might check ebay sold listings to see if you can find anything like this that sold.

No serious grading certification company is going to certify this coin other than as a damaged coin. It is kind of neat though, don't even waste time trying to have it certified, as it's exactly what livingwater & yokozuna said, just a novelty coin.
