Looks like perhaps two globs of solder where a pin was removed possibly from jewelry.

Oh god I forgot to rotate the pic.I don't know why it came out sideways it was upright when I loaded it.

Whatever it is, it wasn't on there when the coin was struck
so it is PMD. The value is in the silver.

Agreed; those are very typical "mount marks" from having turned a coin into a piece of jewellery.

Someone, at some point after the coin was struck, turned this dime into a Roosevelt pin by soldering a pin onto the reverse.

Someone else, some time later, tried to turn it back into a dime again by snapping the pin off and grinding down the stumps.

The forum software likes to show images landscape (wide) as opposed to portrait (tall), unless the image file is tagged a certain way. Did you use the Pixlr Desktop Image Optimizer or the Pixlr Mobile Image Optimizer to crop/rotate? I am curious, because in my testing it seemed to solve that problem.
