Could be a crack, but why does it get to the inside of the rim and just stop. The rim is not cracked at all, weird.

The rim is a step down gutter area. So the rim should be cracked, unless the gutter is also cracked. (deeper die crack)

The reason the gray is showing through is that circulation wear has worn off that area of the plating. When it was struck the plating was intact. During circulation, because it was higher, then the raised area was removed from the coin. Thus the other areas are not as high, or something hit that area of the coin, removing the plating. Unusual location for a crack for this design. Most often it happens on the corner of the building. But I have seen 3 die cracks in other areas of the design on the reverse before.

Every 1993(P) Cent struck with this reverse die, after it developed the crack, will look the same as your coin. If the die was used until it failed or simply wore out, it could be hundreds or even thousands of coins with the exact same die crack.
