I am fairly new at this, I did not even know about this DDR. So I looked it up and I do not see the Extra columns on your coin as described in wexler or copper coins websites for 1991-D ddr-004. You have it in hand maybe a better pics of the bays(with reduced glare) where the shifted columns would be located? http://www.doubleddie.com/352301.html

Sorry, but I don't think so. This looks like Split Plate Doubling, not a Doubled Die. The silver areas are the exposed zinc core.
The thing with variety coins is that you need to match your coin to the example exactly. The split platting columns on your coin are parallel to the main columns and fairly weak, while the Doubled Die example on the Wexler's site show strong doubling with rotation so that it's turned counterclockwise from the main columns of the memorial. The heavy doubling just under the base of the memorial on the left isn't showing on your coin, as is true with several other doubled features.
Let's see what the other members have to say.

Split copper plating, some blame that on MD. Your coin is not a DDR. John1

I think Yokozuna explained it very well, Putthaton. Another thing to keep in mind, in the future, notice how you have arrows pointing at the immediate, east and west of the 11th column, doubling will not typically work that way and is also an indication of plating issues. It will land in a similar location, not right against the devices, on either side. Hope I explained that ok and did not confuse you more.

The obverse is showing DDD on the date area. (note the fields are affected, not the digits) The reverse is split plating issues. The movement of the plating is not a match to the WDDO-001 http://www.doubleddie.com/352301.htmlNote on the left side of the base, the fields are showing hub doubling on that area. Your coin is not showing that. But thanks for pointing this out to the site. I was unaware of this listing also on doubleddie.com

Not a DDR, sorry. I agree with the notation of split plating.
