The contour was moved on the areas you are seeing pushed aside. If it were a doubled die, that area would be showing distortion. The devices on the motto on single single squeeze dies show distortion on that area on the States/ATB series:
2000-Massachusetts-State-Quarter
Machine Doubling affects the outside/inside areas. The Doubled dies on the motto on these, will distort the devices. (Example on the left is showing the Machine Doubling on the left side of the devices.) Look for the distortion on the new dies. What does distortion look like? Like an over inflated bicycle tube:

CoopHome: What does distortion on a single squeeze die look like? Note the motto on the quarters? the movement of the hub alters the die on these devices, making them distorted
