Looks like it is Struck Through a piece of foil.

@ijn1944 It's entirely raised, there's a small darker point just to the upper left of the center (of the error) which I believe is level with the main background of the coin

to the CCF I don't think it's a strike through, if it was the upright would have been there. I think it is just a piece of foil attached to the coin after it was minted.

I agree with Cujohn, you can see a missing piece above head of person which is now different color than coin and also rough edge.
