In the date 1998 the 8, what is this considered? Would this be a die clash or something similar?

Looks like a plating bubble?It is also a MAD.

I noticed the MAD but the object in the 8 is what I was wondering. So a bubble it is and this 98 is going back into circulation. Thanks guy!

In addition to what has been stated above, maybe take a look at the reverse again. It may just be the lighting but looks like you may have a trail die, they were common on this year/mint. Look closely at EPU. Here is a link to the listings.

If it doesn't compress, it could be a die gouge? But neither have a premium for them.
