Not brand new, it is worn, looks like it has been plated.

Weight of the coin please.
this coin is likely polished/plated after it left the mint, thus the shiny appearance.

It looks so well detailed. And corners are still sharp when you feel around them.

Details are missing in hair of Jefferson and steps of building. Those surfaces get worn down with wear and circulation

Note the tops of the devices are worn down a bit, so I feel it was polished to make it shiny. When that happens, the coins surface was altered making it not a collectable.

a lack of detail on Monticello's steps of 1960s nickels is not a reliable indicator of wear since most business strikes of that decade lacked visible full steps when freshly minted, and some had none at all

You first Observe pic attract me. I took the picture to see the grains of the surface of the coin. This was a relative well circulated coin which was re-plated. Best circulated sign in the hairs. I look and I see the gains which only the plating give. Also the side of the coin show the plating, Same the Reverse. Here your pic adjusted:
