I hope that they have all been documented and photographed, because if they have not, it would be a poor reflection on the museum, because these hoards are normally very well researched for historic and scholastic reasons.

The next problem is without photographs of all of the individual coins, it is going to be very hard to prove either way, if they were stolen or not.
Hence my comment above.

If and when they come onto the public numismatic auction market, there is always going to be some difficulty with the possibility that successful bidders may have to surrender their purchases.

I read about this elsewhere. Sadly I'm afraid that the entire lot will be melted to bullion and all the historical value will be lost.

Ironic that it may seem, I believe that melting them all would be the safest thing to do from a numismatic viewpoint.
However, I don't think that will happen.
There is more money to be made by slowly releasing them onto the numismatic market over a few years duration.
An maybe making a few copies of the rarest types in good gold as well.
