The date looks more like DDD or plating issue to me but otherwise I agree with @dear. You might be able to depress that linear plating bubble with the tip of a wooden toothpick.

Just a normal coin worth one cent, yes it has DDD and plating bubbles so do millions and millions other one cent pieces
