under the beak is normal and part of the design. (can birds have chins?) But on the neck of the neck, that looks like a die chip

A common insignificant and die chip. Sorry, no added value.

These have been on coins forever, but now that microscopes and high magnification is inexpensive, people are finding these all the time.

The altered incuse devices are from Machine Doubling. No a premium for either. If you are looking for a DDR, check to see where you should be look and what to look for on these designs. Train your eyes to know what to look for first. Then you will know a DDR when you see it.

For some reason the "new" quarters are riddled with them. Almost like you can't find one without chips.
