I'm leaning toward a lamination issue. I've had many, many War Nickels with similar lamination features.

I'm on team lamination here. Laminations were super common because of the composition, and this looks like an average very minor one.

The planchet had an error called a lamination issue. This is on the stock material that was cut out to make blanks had an area where the the hot rolling was being rolled out and beginning to cool, had a piece of debris that was rolled onto the stock rolled stock as the metal was cooling.

This didn't attach because the metal was cooling. When this was cut into blanks, the affected area released thee attached debris. Thus it was no longer part of the rolled metal. Thus it separated.

Now this could happen before/during/after the blanks were cut from the roll.

When the debris fell away it left that mark on the blank and when the coin was setup turning the blank into a planchet, it left this void, or fall away from the planchet. Or it could have fallen off of the coin after striking leaving the void that you see. So this could happen anywhere along the process. But The issue was the stock material. So this is not a struck through error, but a stock material error.

Small premium for these. The larger the affected area, the more premium for these.

But this is often seen on copper planchets or silver planchet coins. (Because they are rolled and thus this debris issue can be added to stock metal before the metal had cooled. But was forced to attach during the rolling of the stock material) Hope this helps you to understand this type of error?

CoopHome: What is a Lamination error? a piece rolled into the warm metal stock that did not attach to stock roll that later falls off either post cutting, setup process loosening or post strike. can be small or large.
