Looks like damage to me. See how the metal has been push to one side.

Looks to me like it was pushed to one side with a highly heated tip of a tool of some kind.

Yes, post-strike damage. Very interesting push of metal--kinda scalloped. Not clashed die, in my opinion.

Crater, one big thing to remember if you have a gouge on a coin along with a buildup of metal beside it, 99.9% of the time it's damage.

Interesting Push of a Foreign object into, with tremendous force, This Lincoln Cent. I believe IF a coin was Forced into this Cent with reeded edge, the Arc seen would relate Stronger, angularity wise, What is seen is Not, from another coin... I think the Foreign object was Much Stronger than a Coin....JMO.
