Hopefully this is the right thread. I'm not even sure what to call it, but it was in a snapping plastic circular casing

Brass. Maybe a handout during his re-election. The circular case is more commonly known as an Air-Tite. Nice Commemorative.

Depending on the size,thickness and weight this could be a Commemotive Medallion. The original coin is a Troy ounce of silver depicting your 2nd picture ( is the obverse and the eagle is the reverse). But it is a different eagle which leads me to believe/say that this ia a Commemberative Medallion honoring the Congressmen. I have a couple like this it can most likely be either bronze or brass as well.
