Just trying to get a decent photo uploaded here and can't seem to get a decent picture of the entire back of the coin. But can zoom pretty well on the areas in question?

Given the single posted image, it appears to be a case of Machine Doubling. Note the flat, shelf-like appearance.

1964 Washington quarter notice the A's on the right side and the S.o.f. on top. bottom right A has 2 horizontal lines for sure?! Idk . Thanks guys and gals

A DDR will show the devices enlarged, not reduced that Machine Doubling causes on these coins.
Normal devices on top image:
1964-Washington-Quarter-DDR?
DDR on the lower image. As mentioned, your coin is Machine Doubling. Not a die variety, but an altered coin post strike by the machine. A doubled die coin comes from a die with hub doubling on the die.

Note the spread on the same area on a doubled die?
