That is a very big (and very nice) Lamination. Cracked skulls are die cracks - This is a planchet issue.

That is a nice lamination. Somewhat common on War Nickels but still a nice find and 2x2 worthy.

@rwk, FWI so-called "cracked skull" coins are when the die that struck the coin had intersecting die cracks on the portrait.
