Keep in mind I know nothing about IHC but what are the odds this is a proof coin . This is just another question not an answer to your question it does look a little different to me and in pretty good shape with a very good strike

With these new pics I think it looks real now, but that color isn't really natural. Probably cleaned and retoned

This coin is 100% a counterfeit, made from a commonly seen die. Besides all the obvious details that can identify it as such, the most telltale marker is the die flaw by the denticles just above the 1st feather. Looks like an extra lump of metal coming out of the denticles.
