Not a mint error, more likely a coin that sat in some sort of mild acid like vinegar for a time. Looks corroded to me. There is no process in the minting chain that would produce a coin looking like this.

I agree not an error, but that deflated bubble makes me think this coin was exposed to high heat, such as in a campfire.

Yes, I'm thinking exposure to intense heat. Post-strike damage, not an error.
