It is pretty small, it could be that the Mint worker didn't hit the Die punch very hard, resulting in a shallow MM, or could be a partially grease filled MM on the die.

The Mint did not make different size mint marks for that year so observation from above commits are the only answer.

shrug, that D looks within normal size range for 1970

Thank you all for your quick response and excellent knowledge. I also appreciate the photo examples. I am now sure the marks are a result of reed strike damage. That said, I will shortly post an image of an unusual non error coin, which is made unique (not valuable) by reed strike damage.
