The answer it is simply: because the Mint do not want numismatic speculations and also open the door to counterfeits on original blanks.

I think that the coins with dates prior to 2003 were coins that were stored at mint facilities for years, but not sent to the recycler.
As already addressed, defacing them with the cancelling machine keeps coins from getting in to the commerce stream from un-authorized sources instead of being recycled.

I've read that the mint has around a billion unissued small dollars in storage at different mint and High Security facilities around the US. If they decided to recycle them they would first have to cancel them. I would imagine that we would have a glut of waffled coins with lots of different dates on the secondary markets.

The mint has billions and billions coins in storage at the Reserve. They has, I was a few times to study some quarters. I have no Idea how many security under ground levels they has. But I can tell it is amazing. You say High Security? Me I say it is 3 times more. I will look to see if I still have photos of the corridors I was. If you can believe we was to analyze coins from bags and we do 'it on the corridor not in a room and in the front of the vault from where come. Cameras everywhere and guards front and back. The worker to enter the vault needed approval and 3 managers come to open and 3 guard enter the vault with him and we had the coins to check. They give us by weight and took back by weight.

Amazing adventure, I was three time and enjoy the experience except it is very cold inside.

I think Ken Potter or Stanton in one article made the narrative of the experience. Me it is the first time I wrote about and it is here.
