Yes, in fact that is one good way to distinguish between a doubled die and Machine Doubling. With that said, this cent sure does look like an example of circulation flattening rather than doubling.

Can coins even become perfectly double struck in a stamping machine that the letters/numbers only become slightly enlarged? The collar should hold them, if not then you have something like this - which is called "Double Struck"
