Could be a thin planchet, but the surface has been altered.

What exactly are we looking for here? Did you just want to show off your 1946 penny or do you think theres an error?

Unfortunately, it's not a thin planchet but it appears to be altered by an acidic environment.
The acid ate away on all surfaces evenly and will make it thinner as well a smaller in diameter. If you check the diameter, you will find it is probably smaller than 19mm.
