Seller called it PMD. I can see slightly deteriorated steel in the fissure.

Odd to see a strike-through showing on both sides like this. I think this is PMD from a shears.

The edges of the "strike through" are quite well-defined (sharp) which doesn't seem to be consistent with the wear on the coin.

I agree, it looks like somebody took shears to the edge of the coin. It looks like the closer to the coin, the less deep the cut becomes. With shears, this is what you would expect since the greatest cutting pressure would exist nearest the pinch point.
