I have been trying to identify the Overton number for this half and I have to admit that I'm lost. Thoughts?

Start with the T I alignment on Reverse.

Looks like 109 but hard to be exact with your angled pics

This looks like 106a to me. Doesn't quite match 109, star 1 is too close to the bust, and it's missing the triple segment above R on the reverse as well as the crack above states.

I think you are correct with 106a. The die crack about states seems to match other examples online.
