Could be the result of Die Deterioration and die polishing. An obverse picture would be nice.

Thanks for the added photos, obverse shows no signs of heat/fire damage so my first thought was wrong. Seeing the photo of the entire reverse, looks like VLDS and the oddity your showing is the results of........but lets see who else comes around and what their thoughts are......

Since they are raised they possibly can be from "Die Gouges".
EDIT: They just don't have the characteristics of "Die Chips" to me.

I think it is a clash from Teds head. You can see heavy polishing around that area but I think some areas were missed.
