I agree it looks like a chain strike as well, which would be pretty awesome. I'm not sure that I can help as to what part of the die face struck that tiny portion. It looks like a capital O, G, or C, but is it too broad?

There's no chain strike, here. This is a saddle strike in which one of the off-center strikes is tiny. The earliest saddle-struck cents I know of date to 1949 (or perhaps 1948), so this cent would presumably be no older than that.
Error coin writer and researcher.

Saddle strikes aren't terribly complicated though. The planchet landed in between two presses and received a tandem double strike.

I'm glad Mike chimed in. [The way it was bent upward reminded me of a recent thread about a coin with a similar raised area that was the result of coming into contact with (jammed into?) a feeder finger.]
