Not sure but it looks like a chain strike as well. I couldn't find any similar examples to compare though. The reverse portion of the small tandem strike has a small curved device design that I can't match up with the letters of EPU. I'm looking for ideas on what that could be. Thanks for looking!

I agree it looks like a chain strike as well, which would be pretty awesome. I'm not sure that I can help as to what part of the die face struck that tiny portion. It looks like a capital O, G, or C, but is it too broad?

There's no chain strike, here. This is a saddle strike in which one of the off-center strikes is tiny. The earliest saddle-struck cents I know of date to 1949 (or perhaps 1948), so this cent would presumably be no older than that.

Saddle strikes aren't terribly complicated though. The planchet landed in between two presses and received a tandem double strike.

[The way it was bent upward reminded me of a recent thread about a coin with a similar raised area that was the result of coming into contact with (jammed into?) a feeder finger.]
