Ok the wife talked me through it. In the first image there is a quarter underneath the coin. In the second I angled the camera so you can see it. Awesome!!! The stretching on the devices could be from being struck twice if it is a proof.

If it is struck on a 64 quarter plan it's silver. I might bust it out of its case or just resubmit it as is. Major PCGS mislabel.

I'm thinking I'm wrong about this now. The out of collar strike could have Possibly stretched the unstruck portion of the plan and is the same size as a quarter now. I will keep you posted.

Thanks again. Yes makecents I checked out your link. I also checked out other off-center strike Nichols from 1964. There are others with similar properties, but none of them have the mirror like reflection that this one does so I still think that it is a proof I don't want to break it out of its case because it has a couple of scratches on it that could possibly render it a details coin if I did. I will probably resubmit it with a notation that I think it is a proof. I'm losing cell service for a couple of days but will keep you folks posted.
