Does anyone know what the EP Is for? The obverse looks smudged? or is that just wear? Thank you.

The EP is a counterstamp that was added after the coin left the mint.
It could possibly be someone's initials, hard to say. The Obverse looks like a stain.

Agreed - the EP is a post mint counter stamp. Adds no value as the coin is damaged.

As JimmyD and nickelsearcher said, EV is a counterstamp on your coin. This is done by placing the coin on a hard surface and hammering a metal punch on the coin. As a result, the opposite side of the coin can get obliterated.
