Yes, all of the bicentennials would technically be considered circulating commemoratives just like the State Quarters, Westward Expansion nickels, and the new Lincoln cents.

In one sense of the word, yes. It's a regular issue, intended for circulation, but a special die prepared to commemorate America's Bicentennial. In the strict numismatic sense, no - it's cataloged as a regular issue.

It was minted to commemorate the nations 200th anniversary, but was minted for circulation...so generally isn't collected as a commemorative.
