Did the mint set envelopes from the 70's come sealed? I ask because I was looking at some ebay auctions for mint sets and I asked a seller if the coins were toned as I don't like that and the seller replied the sets were sealed in the envelope. Were they really sealed when issued or is the seller hiding something?

None of mine were ever sealed.They have glue on them but I can't see a guy at the mint licking them.

I've found, and using mine mint sets as a specimen, that they aren't sealed by the Mint, but by purchasers.

I dont have a 70; but all my UNC mint sets 1965 - 69 are not sealed. Glue is in tact. As others alluded, someone else may have sealed it after it left the mint.
I believe the last year UNC and Proof sets were issued sealed was 1964.
Given that three of us say they were not sealed, I'm sure they were not issued sealed. So, you tell the seller they werent issued sealed and ask himmer if heshe'll open them. If heshe wont then I think either:
1. They refuse to educate themselves 2. They are hiding something 3. They are misleading buyers if there's any promotion about "sealed" issues for that year in the auction.

giving him the benefit of the doubt, the glue could become sticky if exposed to some humidity

The seller didn't even bother look at the coins to answer my question. The only response I got was they it was sealed. I don't know about anyone else, but I don't like to buy coins blindly. For all I know there could be junk inside.

How would he know if they were Gem and sharply struck if he has never opened it? Also,my 69 mint sets were in manila colored envelopes with the date on the front bottom from the mint.

I have proof sets from 1958 - 2009, including the SMS sets from 1965 - 1967. Anything prior to 1970 is in a manilla envelope with the date on the bottom front like Halfwitty stated.
My 1970, is in a blue box with a flap top.
MHO, stay clear of it. It sounds fishy to me.

They can also seal with poor storage. My grandfather had some completely sealed boxes from the Mint in the original shipping box. In many of them the glue was sealed to the envelope just from exposure to humidity.

I have a 1980 SBA souvenir set that I brought to China to trade. Apparently during the trip it sealed itself!

speck, id give him the benefit of the doubt if he did some research and didnt refuse to open an envelope that was not issued sealed, and, as halfwitty pointed out, allege what their condition is without unsealing it. He has a pretty good rating selling many coins. I guess my benefit of the doubt doesn't extend to what seems like evident experience,yet stalling about the 69 mint set. He may/could say, "hey, it's sealed shut and I dont want to open it, whether or not it came sealed/unsealed when issued.....but my x-ray vision tells me the coins are in ______ condition because I read coin Braille through envelopes !" :) I sold (on ebay) some sealed envelope UNC and PR sets from years they were issued sealed with the caveat emptor that I do not know what condition the coins are in because they have never been opened. p.s. halfwitty; UNC and PR sets came in envelopes that year...for fear of waking the wife, I cant go rummaging in my office and look to tell you which was which.
