It can't be a RPM. The mint marks are added to the dies since 1990. So it is impossible to be a RPM. The only way a mint mark can be affect since 1990 would be if the coin was a doubled die. Then the date and mint mark could be affected and be a variety. Not the case for pre-1989 coins. Usually if you find the date and mint mark doubled it is usually Machine Doubling.

Machine doubling. The big giveaway is the flat, shelf-like appearance of the shadow "D". Not worth much, but any kind of doubling is fun to find.
