I went through the Krause 19th century book cover to cover, and couldn't find this. Since it has no denomination other than a "10" on the back or no country, I have a feeling it might be "notgeld" (I think that's the word) German play money. Would love some enlightenment from CCF members!

I wouldn't class notgeld as "play money". I think they were issued by many German and Austrian cities to cover a short-fall in government issued coinage. I'm sure an expert out there could give a better explanation.
